• The state is not a physical entity, but rather a moral and spiritual creation
• States are equal and don’t have different rights based on size or power.
• The only legitimate war is that of self-defence. This includes not only physical interests, but also national honour.
• Proofs of ill will between states are breaches of international law to a particular states advantage.
• A war between two powers is a settled intention on both sides to destroy the enemy State. A legitimate war must be declared.
• To make war upon a sovereign power is to attack the social convention and all that is involved in it.
